MPHP Staff & Committee Members

Mindy Armstrong RN MSN CARN, Case Manager
Mindy Armstrong is a Certified Registered Addictions RN with years of experience in psychiatric/ mental health and Substance Abuse Nursing. Mindy has worked in the field of addiction medicine locally and internationally. Her most recent position was at Crossroads Centre Antigua West Indies where she ran the Medical Wellness Department. Mindy also continues her commitment to nursing education in the psychiatric mental health /substance abuse field as a part time clinical faculty at University of Southern Maine.

Lani Graham, MD, MPH, Medical Director
Dr. Graham received her MD from the Medical College of Pennsylvania, and her MPH from Tulane School of Public Health & Tropical Medicine. She did a Residency in Family Practice. In both her residency and subsequently, Dr. Graham received special training in Psychiatry and Addiction Medicine. For the past decade she has worked as a consultant providing both policy direction and direct clinical services to outpatient service sites around the state. In policy work Dr. Graham has been a strong advocate for the integration of behavioral and physical medicine. Dr. Graham is the former Director of the Maine Center For Disease Control and Prevention, and also held the position of Director, Public Health Emergency Preparedness for the Maine Center of Disease Control and Prevention. Dr Graham has served on many boards and commissions for the State of Maine and in the private sector. Currently she is an active member of Governor Baldacci’s Advisory Council for Health Systems Development, doing on-going work on a State Health Plan for Maine. Dr. Graham joined the MPHP program on a part-time basis in 2010.

John Murray, R.Ph, Project Manager
John received his BS in pharmacy in 1991 from the University of Rhode Island. He has been a retail pharmacist in Maine for 19 years. He is also a licensed Certified Alcohol and Drug Counselor (CADC). John joined the MPHP committee in 2006 and has been actively involved with pharmacists in recovery. He currently works part-time for the program helping with the transition to a new electronic case management program.

Margaret Palmer, PhD, Clinical Director
Dr Margaret Palmer has spent the last decade working in support of medical professionals and hospital medical staffs across the state. She is a registered counselor and job coach for medical professionals as well as a facilitator for medical staffs in crisis. She received her PhD in Organizational Psychology from Union Institute in Ohio. Dr. Palmer has served as on the MPHP Committee since 2006. She is committed to helping medical professionals find personal and professional balance and fulfillment.

Gordon Smith, Esq., Legal Counsel
Mr. Smith serves the MPHP as legal advisor through his role as Executive Vice President of the Maine Medical Association. He is a graduate of the University of Maine and Boston College law School.

Barbara Farrell, Administrative Assistant
Barbara joined the MPHP in the last week of 2009. Her support preparing correspondence, mailings and billing, has helped the program tremendously as we transition to electronic record keeping. She will likely be the first point of contact for many contacting the MPHP.

Cathryn Stratton, Administrative Director
Cathryn Stratton received her bachelor’s degree from Bates College in Biology where she also had a concentration in Sociology. She began working with the Medical Professionals Health Program in 2008. Ms. Stratton manages operational activities of the program and committee. She oversees the information technology and procedures and policies necessary to support case management.

The MPHP Committee

The MPHP is pleased to have the introduce the members of our MPHP Committee. These medical professionals very generously donated their time and professional experience to help guide the development of the MPHP and provide assistance with specific case management issues. Members are nominated to the committee by the licensing boards and professional societies based on interest, specialty, and familiarity with Maine laws and regulations. The members represent each of the specialties the MPHP serve.
